Long story... To summarize, Hazeltine is really only interested in hosting majors. 3m also stepped up when TPC Twin Cities was first conceptualized to play sponsor for a Champions Tour event on the condition that as sponsors dropped, they'd get the option to host a PGA Tour event (at TPC). They passed on a few events including a FedEx playoff event because they preferred a full field event (easier for sponsors to make their money back with a full field) and a few others that didn't fit their preferred scheduling window. Then, of course, the PGA Tour shuffled up the schedule anyway and they got the short end of that stick (event used to be one of the last ones on the schedule for guys to quality for The Open, IIRC).
TPC Twin Cities is a decent track. Arnold Palmer and Tom Lehman did the initial design and Tom's group (with notes left by Arnold) finished the redesign for the 3m Open. The course needs wind to present a challenge to these guys though. When it's soft and there is no wind, the course is essentially defenseless.
