Posting More Than 9 Holes Without a Full Side Being Played

USGA insists on a complete 9 holes played for a round to be posted but England Golf says otherwise.

 

The WHS is (still) different in different jurisdictions throughout the world.

 

Isn't it likely this is just one of the differences ?

Your post of 22 April is from a USGA document.

viz:

A player with a Handicap Index of 10.0 plays 14 holes before stopping play due to severe weather. Through 14 holes, the player had an adjusted gross score of 64. After posting the 14-hole score hole-by-hole, a Score Differential will be calculated based on the score of 64 and the Course Rating information for the 14 holes played, and that result will be added to the expected Score Differential over 4 holes for a 10.0 Handicap Index player to determine an 18-hole Score Differential.

 

It makes no mention of both 9s being rated. I have grave doubts about the conflicting answer you have been given. Often holes 1 and 18 are adjacent and reconstruction or other work on one affects the other. It seems to be either a misunderstanding or a fundamental flaw.

My Allied Golf Association gave me permission to post this. I asked 2 questions. 

 

Message: I have two (potentially related) questions.

1) How should we post scores on Pinehurst No. 1 while holes 1 and 18 are playing as short par 3's?

2) The GHIN system will not accept hole by hole input when you have skipped a hole on the front side and one on the back side, stating that you must play a complete side (front or back) to post. I don't see this in the Handicapping Rules FOR 18 HOLE ROUNDS. Can you clarify?

And I got the following response. 

 

Currently for Course No. 1 you will post your score using Net Par for holes #1 and holes #18. Net par is Par plus and handicap strokes you would receive. One note on the use of Net Par for these cases is that to post a score that way, the policy must be approved by us and put in place by the club's Handicap Committee. 

 

On your second note, I'm assuming you read Rule 2.2 in the Rules of Handicapping. I actually followed up earlier this year with the USGA on your point. I was told that it was implied that for an 18 hole score to be acceptable that at least 10 holes must be played and that that it must also meet the requirements for a 9 hole score - play of an entire rated nine. I myself wish the USGA had a much clearer rule in place. Heck, even the CGA Director of Handicapping just prior to me had interpreted the rule "literally".

 

But, for a case like this with one hole "out of play" on each nine, there is the leeway to use Net Par for those two holes for this case.

The mind boggles. Rules cannot imply. They must state clearly what may, must or must not be done.

But at least net par is offered.
