No idea who makes them. 
They are definitely personalized one offs- Little Silver, NJ is a small town. The “Have a nice round” sign looks like the Batusrol emblem. And 2 Rutgers emblems- but no sign of who makes the head covers.

I'm 99% sure it's Winston Collection. I have a white leather headcover embroidered with my club's logo, and the template and leather look identical. IMO Winston makes the best headcovers on the market

I agree it’s a Winston Collection headcover, but my vote for favorite brand of headcovers goes to Dormie Workshop.
