There seems to be a debate on whether or not a 12 handicap could have been possibly +1 through 13 holes in a club tournament. Some guys do not think it is possible. I happen to believe it is possible.

Handicap as of this past fall: about 9
Handicap in summer the year before: about 18
Was shooting around 90 in the summer of 2012. Averaged 81.5 in my high school matches this past fall.
Career low round: 78, in the last match of this past fall. Actually went 80-80-80-78 to close out the year.
9-hole low: 37 (1 over)

My current index is 10.6, I've been as low as 6.8 I think.
My best score ever is 74, which I've done 4 times. Best round ever was a 74 from the tips in a 15-20mph wind, at sea level 6600yrd course.
I had one round where I had 5 birdies, 3 in a row. Unfortunately I had 3 OB's as well.

2.1 index, best ever round 66 on a par 71. 7 birdies (none of a par 5) and 2 bogies.

Best 9 -4 in a different round.

My index had always been under suspicion and scrutiny at my club as I dropped from the max 36.0 index (when started playing in 2010) to 2.3 by mid 2013... won a lot of tourneys on the way as my game continued to evolve and everyone thought I sandbagged on my way...

The problem with the European hcp system is that only the tournament rounds count and my handicap could only drop as I went on winning tournaments after tournaments between 2011 and early 2013 (every tournament at my club is hcp stableford except the club championship) while my index kept falling to 18 by end 2011, to 7 by end 2012 and 2 by mid 2013...

Since then I have not played in many tourneys (lost my swing for a while between July and October as well) so the index remains at 2.1 (again with only tournament rounds counting).

Since October I have been swinging well again shooting the better side of par in 8 out of the last 9 rounds (none of which count towards the hcp).

I'm a 4 handicap now, but was a 2.0 and probably less than that before I had an official handi. My best rounds are 68 for par 71 or 70 for par 72. My best 9 holes is 32 for a par 36 and 31 for a par 35, so -4. One day, in a skins match with club pros I went 32-44 in one round, as a 2 handicap. It just happens sometimes. I have been -3 through like 5 holes but I think the lowest ever was probably -4 or -5 mid-round.

As a 12 handicap, you're a 6 for 9 holes. If you're playing well on the easier side of the course then +1 through 12 doesn't seem so far fetched. Even a 1 could toss in 2 birdies in a 9 once in a while. Do that along with some easier holes in a stretch ok. Figure 2 birdies, 3 bogeys, 7 pars. For a 12 on a good day, that's doable.

I just played Riviera Country Club as a 4.3 handicap and had back to back double bogeys on 4 and 5 for a 76. But honestly I could have easily played those holes a +1, not +4. It was like a foot difference. 6 more inches and I carry one bunker, 6 less inches and my ball doesn't catch the cart path and roll off the side of a hill. Tell the whiner to get over it. Unless the guy has a pattern of sandbagging then good playing!

I'm a 1.1, but skewed from a fantastic 2012 and 9 rounds total in 2013 (I know). Looking forward to playing more this year! Already have a 75 under my belt, and my swing feels good. My best is a 64 on a par 70 (71.6/126, Pecan Valley River, Fort Worth).

A better question would be what was one's best differential as opposed to the best score.

My career best score was "70" on a par 71 course and the differential was -.2, the only time I ever had a negative differential. My handicap index bounces around 7.0 to 9.0. My best nine is probably about -3 and was likely part of an 18 hole round that was over par at the end.

I agree with you.
My lowest rounds were 2 65's, but I have had a number of 66's & 67's. All those scores were right around 7 strokes below the course ratings of 72-75.
Some I consider much better than others as the conditions were tougher, or they were in competitions.

Index is 2. Low non-competitive round is 67. In competition -- and the first time I broke 70 -- I shot 68 playing against a former mini-tour pro in our city championship while being followed by ten carts worth of club members. That was thirty years ago, I was 20 years old, and I'm quite sure I peaked that day. Never broke 70 in competition since...

I'm currently a 0.3 with a current Low Index of +1.7. My all-time low index is +3.5. My career low is an 8-under 64 on a course rated 72.0 and sloped 132. My lowest differential ever is a 6-under 66 on a course rated 74.4 and sloped 136.

My lowest 9 ever is 6-under par 30, which I've done 6 or 7 times.

I'm a UK 12 and shot level par 70 last week on a shortened winter course, down to 5300 from 5700.

It's annoying the committee won't cut me further on my winter league scores "because its the off season". Worst i have shot this year in 12 rounds is 9 over.

I'm currently a 6.3. I honestly don't think that I'm capable of playing to that right now (kids and a career) and would get shelled in any matches where I'd have to give strokes. I had a few really good rounds that dropped me lower than I expected.

When I was playing more/better I shot a 68 from the tips at Mill Creek golf club in Mebane. I believe that I had a handicap somewhere between a 3 and 4 at the time. That was a magical round where I chipped in 3 times and nearly holed out from 240 for a double eagle.

7.4 index, have shot 68 twice, but that was back when I was a 2 or so.

I think my best round ever, was shooting even par at my old club, Persimmon Woods, while carrying a 15 HC. At my current HC, the 3 different 73s I have shot are my best in the last 3 years, with a really good 76 at a tough, 7200 yd course in Denver. Lots of long irons to greens and some great putts to achieve that one.
